Vasco Becker-Weinberg holds a degree in Law from the Portuguese Catholic University, a Masters in Law from the University of Lisbon, and a Ph.D. in the Law of the Sea from the University of Hamburg.
He is currently visiting associate professor and co-coordinator of the LL.M program on “The Law of the Sea and the Sea-Economy” at the Faculty of Law of the Universidade NOVA de Lisboa. He is also a researcher at CEDIS – Centro de Investigação e Desenvolvimento sobre Direito e Sociedade.
Professor Becker-Weinberg lectures in several Portuguese and foreign universities and has undertaken extensive research at prominent academic institutions. He was a full-time scholar at the International Max Planck Research School for Maritime Affairs at the University of Hamburg, researching, writing and lecturing on the law of the sea, and has written and published several works in the law of the sea and public international law in leading publications.
Professor Becker-Weinberg provides legal advice on the law of the sea, maritime law and public international law to both public and private entities, including on matters concerning the delimitation of maritime boundaries, dispute resolution, provisional arrangements, marine natural resources, underwater cultural heritage, maritime security, human rights at sea, marine spatial planning, submarine cables and pipelines, offshore activities, classification and management of marine protected areas, conservation and sustainable use of marine biodiversity of areas beyond national jurisdiction, the use of private and military security companies on board ships, environmental law, energy law, and EU law.
Professor Becker-Weinberg was legal adviser to the Portuguese Government, advising on matters regarding the law of the sea, maritime law, public international law and EU law. He also has substantial experience in negotiating and drafting legislation and international and bilateral agreements, and has had significant practice in overseeing multidisciplinary teams and liaising with national, regional and municipal authorities, as well as with foreign Governments, international tribunals and courts, intergovernmental commissions, international and regional organizations.
Professor Becker-Weinberg is a qualified lawyer at the Portuguese Bar Association and has practiced law in a leading international law firm.
